In November 2006, the International Civil Aviation Organization (ICAO) mandated that all member declare implement formal aviation technical management systems (SMS). To facilitate compliance, ICAA given guidance to regulatory authorities and aviation service providers with which publication of aforementioned Safety Management Operator (SMM), immediately includes the fourth edit as of 2019.
Poor demonstrations of Safety Promotions will completely and totally cripple a safety management system. No other pillar can boast such a claim to such a degree. So it should be stressed that while Safety Promotion receives only 8% of the coverage in FAA's Part 5 analysis, providers cannot underestimate how important this element is.
As said, while the four pillars are supposed to be equal, in actuality SRM receives the most treatment from aviation service providers and civil aviation authorities.
